RFP #002: Government to Person (G2P) Flow of Funds Study in Pakistan

Karandaaz Pakistan issues this Request for Proposal (RFP) for the following consultancy services: “Government to Person (G2P) Flow of Funds Study in Pakistan”. The goal of this study is to document, as thoroughly as possible, all the government-to-person schemes that exist at the Federal and Provincial levels of government in Pakistan. Very specific data needs to be captured by the study which is listed out in the Request for Proposal (RFP). Additionally, a draft document of key insights into G2P schemes in Pakistan will be required as foundation for eventual public dissemination.

Detailed technical and financial proposals must be submitted on or before 12:00 noon Pakistan Standard Time on September 21, 2015 by e-mail at procurement@karandaaz.com.pk with the subject line: Responding to RFP for “Government to Person (G2P) Flow of Funds Study”. Late proposals will not be considered for shortlisting.

FAQs

  • Does the geographical scope of the assignment cover all provinces of Pakistan including Gilgit-Baltistan?
    Ideally, we want to include this data. However, if your firm foresees a security risk that would prevent the collection of such data, please highlight in your proposal.
  • What assistance will Karandaaz Pakistan extend to the selected firm in terms of provision of relevant data and other integral project studies already carried out by Karandaaz Pakistan and its supporting organizations?
    Unfortunately, Karandaaz cannot provide this sort of assistance at this time.
  • The TORs states the maximum working days of 35. Does this time frame outlined include the Inception Period as well?
    The 35 days’ duration begins when a firm is awarded the contract. A start date will be stated in the contract. We are expecting that start date to be September 28, 2015. There is some flexibility in this matter at this stage as long as any extension is explained upfront (i.e. in the Response for RFP) and can be reasonably justified.
